The next answer is found in table 2.1 of "Wonen op het water; ..." (Living on the water surface) by Dries Schuwer.In 1890 24% of the surface area of the Netherlands was water. It gradually reduced then to 18% in 1988 and in the last decade it increased again to 19%.
I consulted the Dutch "Statistisch Jaarboek" (statistical yearbook) 2003 (the most recent issue in my possession) and it told me that the total surface of the kingdom of The Netherlands is 41,528 square kilometers, of which 33,873 sq.km. is land. The remaining 7,655 sq.km. (18,43%) is water, of which 4,176 is sea surface. The figures will not have changed much since then.(Martin van Raay, Culemborg, The Netherlands)
