is the Hudson river mutating pigeons

Hi, recently in New York I saw a pigeon by the Hudson river. It seemed to have flight feathers growing out of its legs, making walking extremely difficult. Is this a known mutation? Is the Hudson river producing biplane pigeons?

I think what we have here is a fugative!  It looks like a 'fancy' pidgeon.  Basically it has been bred over many generations so that feathers grow from its legs.  It has escaped and will do well to survive in the urban wilderness.
