If the temperature is above 0 degrees c, and the wind chill factor puts the temp below 0, does water freeze?
...then could you please explain how a lake can form a thin ice patina within three hours of a sudden onset of wind chill factor at -6 deg C?

The actual air temperature will be below 0 degrees C, presumably.
