What makes a substance sticky?  Is it a macro property or a property of the molecules?

It’s in the molecules and the mind: Van de Waals forces provide non-permanent attraction, and chemical bonding reactions provide the permanent adhesion. Wetted surfaces can also be sticky due to plain surface tension as well as the chemical reactiveness of the molecules. Our fingers sense the resulting molecular attraction, and its slow breakage at larger separation, as ‘sticky’.
