Delayed pain response

Why, when I stub my toe or spill hot liquid on my skin, does the actual sensation of pain come a few millisecond after the realisation of what's happened.  Why do they not occur together?

Jon-Richfield says:

Remember that the interpretation of the experience as painful is a mental process and takes time. If the experience is a major trauma, shock can delay the onset of pain for a good deal more than a few seconds.
