Well. clearly the ocean bulges upwards at the equator, so if you're sailing North or South from there it's downhill all the way!

The energy in question being the Earth's rotational kinetic energy, we do  use it in other ways.  It's a component - with thermal energy from the sun - of the energy in wind and wave power, and it's the exclusive source of the energy obtained from tidal power.
