If the water in the atmosphere freezes, forming small crystals, and falls on a cold windscreen, you will get a powdery frost that can be removed with out too much effort. If, however, the water falls as a dew or the car is warm and melts the ice crystals, the result is a windscreen covered in water. As the temperature drops, the water freezes into a hard sheet.
To make your life easier, when you leave your car for the night park the wipers halfway through their sweep and pin one or two sheets of newspaper under them. In the morning remove the newspaper for a nice clear windscreen.
