If the earth was such that snow did not form, would it still be habitable?

yes tony it is nescessary to go that far. because when you modify any of the laws of physics to control the crystalization of water, you modify the entire physics of the entire universe! There is not any way to stop this from happening. So by any slight modification you will have a different solar system and therefore a different planet, as well as differences in molecular interactions. You have stated plainly that you are modifying universal laws of physics, they are by very definition universal and have existed throughout the existence of the universe since the begining of time! So I will be leaving you to ponder your thoughts, because I think you do have enough to figure this out from here.
