If one wants a meaningful answer, one must ask a meaningful question; as an answer to a meaningless question, every propositition is meaningless.
You asked: "if every action has an equal and opposite reaction would an anti-matter implosion create a matter explosion ?" Until you explain meaningfully and reasonably realistically what you mean by an "anti-matter implosion", how are we even to decide what could constitute a reasonable answer?
And why resort to antimatter? Ordinary matter implosions routinely produce explosions anyway, sometimes very violent explosions with counter-intuitive results.
