For practical purposes, yes. There certainly are convection currents that drive tectonic movements of the crustal plates, but they are so slow as not to figure in our day-to-day rotations. At the equator we rotate at over 1000 kph, whereas quite fast crustal movements driven by mantle currents achieve only about the speed of fingernail growth.
