Why is it that nothing can travel faster than light?

Einstein said that the speed of light is a fundamental constant, but light can slow down when it goes through a medium, and John Webb has shown that 12 billion years ago the constant 'alpha' was smaller by just a millionth of it's present value, so, if the constant determining the speed of light is, in fact, variable, can the speed of light be variable too? and therefore does the absolute speed anything can travel change over time?
