Plutonium in Jupiter's atmosphere

When the Galileo craft was deliberately destroyed in Jupiter's atmosphere the Plutonium in the fuel cells would have been dispersed.

1. Is this small amount of Plutonium detectable by spectrographic means?

2. If so, is the presence of a man made element in the atmosphere of a gas giant a signpost that intelligent life exists in the vicinity?
