The routes 'London' and 'not London' are not necessarily mutually exclusive

Can anyone explain what the National Routeing Guide means by “The routes 'London' and 'not London' are not necessarily mutually exclusive."

And does this extra insight into their world go any way to help us understanding what “use all of the doors when boarding” and “use all of the space in the carriages” mean?
