Either search for "Mpemba Effect' in this blog, or in your web search engine. The subject is very interesting, not to say challenging, but it really has been chewed to rags. The short answer is that hot water commonly does freeze first, but that it need not if the conditions are not right.

One word of warning: most of the discussion of the subject is unsound!
