Radio synchronisation

I have a normal mains and an internet radio.  Whne I play Radio 4 on both sets the internet one has a delay of about 30 seconds - including the time signal broadcast on the hour!  I thought the time signals indicated the exact point when the hour occurs so why os there a delay and which radio is more accurate?

Why does the number 9 appear online so much less than the other numbers 0-10?

I decided to find out how many results Google returned when performing a search for numbers 0-10. All of them returned results between 7-17 billion, apart from 9, which returned less than 1 billion.  Can anyone think why?
