curving paper

I have found that when I hang A4 sheets of paper by one thumbtack in the top center of the paper, the sides of the paper curve inwards after a few days. However, when I stuck A4 paper up beside a lightbulb, it didn't curve at all. I was wondering if this was caused by temperature. Is this correct, and if so, why?

Weak when wet?

Why are some substances weak when wet - for example, paper?

What causes this?

EDIT: Jon, thanks for your great answer.

I assume when mentioning oil and water it is to do with the fact that oil is a non-polar solvent whereas water is polar (delta + and - right?)

Actually would you be kind enough to fully explain this to me?

Thanks!
