This fish was caught mid november on rod and line from the river Mersey, UK. What is it?

We sent this picture to a biological station and they couldnt tell us what it was. i have never seen this fish ever let alone where it was caught. Can anyone tell us what it is and how it would get there?

It is hard to see without a nose to tail picture of the fish, but based on the photo, it looks to be a [big!!] saltwater rock-dwelling fish, maybe a Sculpin.

As you were fishing in an estuarial river it may have just swum farther inland during the high tide than it ordinarily would, if at all.

Maybe an expert will come along with a positive identification for us?
